New PA and Tech Arts Coming In PSO2NGS 4.10 Update

In the PSO2NGS 4.10 update, new PAs & techs will be available for customization! 

1 PA for each weapon (excluding wands & talis), one ice, lightning, & dark attribute technique will be included! 

Some existing ones will be rebalanced, so try out various customizations! 🐤
